At the time, it was suggested the program could serve as a model elsewhere in Canada.

Evans said it's time to expand the concept in Alberta first because that underscores the province's commitment to health reform.

"What people want are assurances that we will continue to build a strong public system and perhaps more assurances than were built into the health policy framework." The province has said that reducing waiting times is one of the factors behind health reforms outlined in February after more than a year of delays.

The reforms also open the door to private insurance and would let patients pay for faster access to some procedures.

Evans dismissed criticisms from fired cabinet minister Lyle Oberg, who said this week he doubted that anyone in Premier Ralph Klein's caucus other than Evans really understands the proposed Third Way.

Evans said she has given regular updates to her colleagues and has answered any questions they have.

The health reforms were to be introduced as legislation during the spring session, but Evans said the final decision will be made by caucus in April.
